Voters queued outside polling stations in India's Jammu and Kashmir on Wednesday to vote in the first provincial election being held in a decade in the Himalayan region that has grappled with years of militant violence.

Jammu and Kashmir recorded a 61.38% voter turnout in the first phase of J&K Assembly elections, as per the Election Commission's final count. The first phase was held across 24 constituencies in seven districts as phase one of the Union Territory's first Assembly elections in a decade concluded peacefully on Wednesday.

Polling for the first phase of the Jammu and Kashmir assembly elections began on September 18 amid tight security arrangements. The voting process that began at 7 am will conclude at 6 pm, per the Election Commission of India.

The vote will see a limited transition of power from New Delhi to the local assembly, with a chief minister at the top heading a council of ministers. But Kashmir will continue to be a “Union Territory” — a region directly controlled by the federal government — with India’s Parliament remaining its main legislator.
