New Glenn reusable can put 2 6.5 tonne sats to GEO transfer, as well as do big, heavy direct-to-GEO DOD launches. Large fairing + large payload = good dual launch vehicle. F9 has got more reusability proven; not just the booster, but also fairings. The required infrastructure (ships, port facilities) have already been created.
